Appearance: A tall, broad-shouldered man with light brown skin, hazel eyes, and long, black-and-red hair. Typically wears a red suit with a white shirt and yellow tie.
Alternately, a scaly animal about the height of an adult human, red with black stripes and a beige underbelly. Bears a striking resemblance to the velociraptors from Jurassic Park, almost as if it was designed by somebody who couldn't be bothered to do any actual research beyond watching a movie from the 90's.
Origin story: The velociraptor now known as Victor Veloci hatched about 65 million years ago - about three years before his entire species would be wiped out, though he, of course, did not know that.
He made it to adulthood despite the numerous threats that the prehistoric world posed to a tiny predator, but he didn't really get a very long time to experience it, because a few months after his adult feathers came in a giant meteor smashed into the Earth and killed nearly everything. But this particular velociraptor wasn't among the casualties.
Shortly after he ducked into a cave to avoid the chaos, the entrance was blocked by rubble; though such a situation would normally result in the hapless dinosaur starving to death within the confines of the cave, this was no normal situation. A form of extraterrestrial radiation carried within the meteor made its way into the cave, reacting with underground uranium deposits to put him in a sort of "extreme hibernation" - for millions of years.
As the radiation decayed, it altered the stasis-bound dinosaur's biology; when he finally awoke, his "natural form" had been reshaped into something much larger and scalier than he had once been - and that wasn't all.
Waking up millions of years later to find most life as he knew it wiped out and the world apparently overrun by some kind of GIANT MAMMALS was kind of a shock to him. Even more of a shock was the discovery that he could now shapeshift into one of said GIANT MAMMALS. He wasn't too happy about either, but decided to make the best of the situation.
"Decided to make the best of the situation" here means "decided to essentially wage a secret war against humanity as a whole and, indeed, the entire modern world, with the final goal of transforming all life on Earth back to its equivalent state from 65 million years ago".
Over the past fifteen years or so, Veloci has founded and built up the biogenetics company known as Raptor Dyne; though its primary focus seems to be, at first glance, the production and distribution of a wide range of products (food for a number of species, fertilizers, and the like), Veloci's company is really a front for his more extensive and unethical genetic experiments. (Particularly of note as far as "things the public doesn't know about" is a recently-created alliance between Raptor Dyne and TRIDENT. He would really rather that didn't get out for obvious reasons.)
Personality:
Veloci is very intelligent and charismatic - traits which have been an enormous help in allowing him to come as far as he has and build up his company. For the most part, he's good at recognizing and figuring out strategies for reaching his goals - though said strategies are sometimes questionable if not outright ridiculous (especially if he came up with them late at night. He does that sometimes).
In addition, he is completely convinced that his "turn everything into dinosaurs" plan is actually a really great idea - necessary, in fact - and will do just about anything to achieve it. He refuses to let himself be discouraged by interruptions or obstacles, instead opting to try to just destroy the obstacles. He often displays a tendency toward childish stubbornness, considering himself to be entitled to success and becoming legitimately angry at anyone who gets in his way, and he's not particularly good at concealing his anger - it actually doesn't take that much to make his facade slip if one knows how to get at him.
For that matter, he is also likely to try to deny that anything can get in his way - Veloci is just arrogant enough to be convinced that his plans are totally infallible. In short, he's pretty much a giant manbaby who happens to also be a dinosaur.
Differences from canon: Raptor Dyne is based in LA instead of Boston now, and presumably Veloci has not been fighting a group of shapeshifting teens. In addition, many details of his backstory (why he survived/got superpowers in that cave, how long he's been out and about) are primarily headcanon.
Power level: D-class
Powers: Shapeshifting between human and dinosaur forms, as well as partially shifting (changing fingernails into claws, etc). Extremely intelligent, with in-depth knowledge of a number of subjects, mostly related to genetics.
Team affiliation: Raptor Dyne

It seems it has become necessary to provide a brief reminder that employees with security clearance below level 5 are strictly prohibited from entering any level 5 laboratory at any time without my explicit permission. I shouldn't even have to say this, but apparently it has become necessary.
On a related note, Raptor Dyne is not to be held legally responsible for any injuries suffered by employees who do enter areas they are not qualified for. However, Mr. Geoffrey Eddres does have our sincerest condolences for the damage to his leg.

Since it appears that there has been some confusion on the subject: Employees with clearance under level 5 are prohibited from entering laboratories of level 5 and above because of specialized heavy machinery, which no employees are taught to use properly until they reach the appropriate security clearance level. I would also like to remind everyone that Mr. Geoffrey Eddres is recovering from a recent, traumatic injury, and so his account of events may not be entirely accurate. And no, Raptor Dyne is not in the practice of keeping "monsters" in our laboratories, that's ridiculous.
